THE MASKED COUNCIL

Waterdeep is presently governed by an unknown number of Lords of Waterdeep (probably more than a dozen and less than a score), who are seen by the general populace only when sitting in the Lord's Court, identities concealed by identical masks and robes. It is rare indeed for more than seven Lords to sit in Court on a given occasion.

HOW IS THE LAW ENFORCED

The City Guards purpose is to enforce the laws of Waterdeep, protect it’s citizens, and important structures within the city. They will also defend the city against foreign threats of all nature. City Guards will investigate crimes against the citizens, uphold the code of their position.

THE CODE LEGAL

Punishment for a crime can include one or more of the following, based on the nature of the crime, who or what the crime is committed against, and the criminal record of the convicted. In light of the political situation in Waterdeep, punishments are most frequently made in the form of payments or debts. However, all of the below are possible judgments that may be made:

  • Death; meaning beheading of a Noble. Commoners are hung.

  • Corporal punishment; meaning a flogging, whipping or extensive torture.

  • Imprisonment in the dungeons of Castle Waterdeep.

  • Fine (payable to the city; inability to pay the fine leads to imprisonment.)

  • Damages (payable to the injured party or victim’s kin; inability to pay damages leads to imprisonment).

  • Edict (forbidding the convicted from doing something; violation of an edict can result in imprisonment, hard labor, and/or a fine.
     

Crimes against Masked Council members and City Officials

  • Assaulting of a uniformed Masked council member or impersonating a uniformed Masked Council member: Death

  • Assaulting or impersonating an city official; meaning a Magister and/or a City Watch/City Guard in uniform: Corporal Punishment, follow by imprisonment up determined amount of time.

  • Blackmailing a uniformed city official; meaning a Magister and/or City Watch/City Guard: Corporal punishment and imprisonment up to determined amount of time.

  • Bribery or attempted bribery of an official: Imprisonment and fined up to double the bribe amount.

  • Murder of a Masked Council Member or City official; meaning a Magister and/or a City Watch/City Guard in uniform: Death.

  • Using magic to influence a uniformed Masked Council Member without consent: Imprisonment up to determined amount of time.

  • Using magic to influence an official without consent: Imprisonment up to determined amount of time.
     

Crimes against the City

  • Arson: Death or imprisonment plus a monetary fine.

  • Forgery of an official document: Corporal punishment followed by imprisonment up to determined amount of time.

  • Hampering justice: Corporal punishment plus a monetary fine.

  • Littering: An edict plus a monetary fine.

  • Poisoning a city well: Death

  • Theft: Corporal punishment followed by imprisonment for a determined amount of time, hard labor for a determined amount of time, or fine equal to the value of the stolen goods

  • Using magic to influence an uniformed city official without consent: Fine or cost of damages and an edict.
     

Crimes against the Gods

  • Assaulting a priest or lay worshiper: Imprisonment for determined amount of time

  • Disorderly conduct within a temple: An edict plus a monetary fine.

  • Public blasphemy against a god or church: Edict

  • Theft of temple goods or offerings: Imprisonment for a determined amount of time and damages up to double the cost of the stolen items

     

Crimes against Citizens

  • Assaulting a citizen: Corporal punishment, followed by imprisonment for a determined amount of time

  • Blackmailing or intimidating a citizen: Fine or cost of damages and an edict

  • Burglary: Imprisonment for a determined amount of time and damages equal to the value of the stolen goods

  • Murdering a citizen without justification: Death or imprisonment for a determined amount of time.

  • Murdering a citizen with justification: Imprisonment for a determined amount of time and corporal punishment

  • Robbery: Imprisonment for a determined amount of time

  • Using magic to influence a citizen without consent: A monetary fine.
